English will be taught as a foreign language. The federal government will develop a model textbook that will be a benchmark for all provinces and units.
Provinces may also introduce additional materials, but care will be taken not to impose additional burdens on children. The main goal of a uniform education system is to eliminate injustices in education and to close the class gap in the field of education.
